Meet Our President & Founder

Charlotte A. McDowell, MBA, BBA, serves as President of SAPPHIRE821 & Group LLC. She brings approximately 20 years of private-sector and government-contracting experience, including program and contract management responsibilities, FAA lighting-project experience, and construction IDIQ/SABER environments. Her leadership approach emphasizes disciplined documentation, accountability, strategic coordination and client-centered execution across SAPPHIRE821’s Aviation and Construction divisions.
